The painting is done in oil. First a wash to tint the background, then a thicker wash to block in shape and so on then after it dries some color in wash/glaze.

Yes. Acrylics are less expensive but dry too fast. If you use an extender they lose opacity. The key to both oil and acrylic is glazing. Once you are good at this then getting the finish you want is a lot simpler. So paint the acrylic knowing you are going to glaze the different areas to acheive the desired finish.
